User picker field on Jira Form is not honoring the Jira custom field configuration (filter)

Issue Summary

The user picker field associated with Jira Form is not honoring the User filter configuration of the Jira custom field 

Steps to Reproduce

1. Create a User Picker Custom Field and add the user filter condition.
2. Create the Form,  add the user picker field to it and associate the user picker field created in the first step.
3. Once the form creation is completed, enable it with the request type as well as Create issue from form
   • When the request is created from the portal the user picker field is validated correctly.
   • But when the request is created using Jira Form, we can any user who is part of Jira ecosystem and this is resulting in the Jira field not getting updated as expected.
4. Please review the recording for more clarity

Expected Results

• Request creation should fail when the valid user details are not added

Actual Results

Request is getting created and resulting the Jira field to be blank

Workaround

Currently, there is no known workaround for this behavior. A workaround will be added here when available
