Changing the Jira Default Language changes the language of "Finish Signing Up" email for the customers

      Issue Summary

      When a customer login to the portal for the first time to Sign Up, the "Finish signing up" email is sent in Jira Default Language even when the project default language is set for that service project.

      Steps to Reproduce

      1. Login to the portal so that the customers can create their own account by clicking on "Sign Up".
      2. Enter your email address and press Send Link to finish signing up (keep the window open)
      3. The e-mail received is in Jira default language, not the project default language that is configured for that service project.
      4. Change the Jira default language (Settings -> System -> Default Language)
      5. Click "Resend" on the window which we kept opened on Step 2.
      6. Email will be sent in the newly set Jira Default Language

      Expected Results

      The email should ideally be sent in the project default language set at the service project level. Each service project default language is set based on the geographic location of the users. There are situations when the customers are unaware of the Jira default language.

      Actual Results

      The email should be sent in project default language to avoid any inconsistency.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
