The ability to adjust whether a portal group can be seen by customers using permissions.

This would enable internal-only portal groups to be on the same portal that external-facing portal groups are on, rather than having all portal groups rely on Project Permissions for whether they can be seen on the portal or not.

Logging in would allow users with the appropriate permissions to see the internal-only portal groups alongside the external-facing portal groups.
