Issue Summary

Issue reporter doesn't meet the 'user is a customer' condition on A4J if the account has Jira license

Steps to Reproduce

1. Create an Atlassian Account on the site without access to Jira
2. Add the user as customer on project and the account as reporter in a case
3. Create a rule to check if user is a customer when comment is added
4. If the account add a comment, the condition fails

Expected Results

Reporter should be considered as a customer

Actual Results

The automation doesn't consider the reporter a customer
