At this time, we have no plans to change the current behaviour due to its complexity. However, we've clarified how the existing system operates for better understanding.

Problem:
Users are experiencing a disconnect between their expected and actual behaviour of forms' initial viewing state attached to Jira issues. They wish to have a greater level of control over the default expanded or collapsed state of these forms, based on their individual or project-specific preferences.
Current behaviour
The following rules are applied when determining whether a form is expanded by default on an issue:
- For first-time users, the system will automatically display the first form attached to an issue in an expanded view.
- If a user manually closes a form so that no form is displayed, this preference will be remembered by the system. Therefore, upon navigating to a new issue, no form will be expanded by default.
- If a user leaves a form in an expanded state and then navigates to another issue:

If the same form is attached to the subsequent issue, the system will automatically display this form in an expanded view. - If the previously expanded form is not present in the new issue, all attached forms will be in the collapsed state by default.

Possible improvements
- Open most recently added form: Change the behaviour to always expand the most recently added form by default.
- Project-level settings for form behaviour: By implementing project-level settings, we could allow project admins to define the behaviour of forms. This would provide consistency across all issues within a specific project.
- User level preferences: Allowing users to specify their preference for how Jira determines which form to expand by default.
