Issue Summary
Inviting a new user/customer (any email that is Not associated with Atlassian account yet) via User Management (without granting any product access), then quickly invite them via People section will grant them with an Agent license. This can't be reproduced all the time.
Steps to Reproduce
- Create a group (ie Testing) in User Management and never assign this as default product access
- Disable new user default product access (not necessary but just to show that it has nothing to do with this)
- Invite a user without granting product access and at the same time, add this user into "Testing" group via User Management (https://url.atlassian.net/admin)
- The user will be created in UM as a user without any product access
- Add the user as “Service Desk customer” role via People section : https://url.atlassian.net/plugins/servlet/project-config/<pkey>/people
Expected Results
The new user should Not be granted with JSM product access
Actual Results
The new user is granted with JSM product access
Workaround
Wait a bit longer before adding the new user via People section with "Service Desk customer" role.
