      Project shortcuts are not available for agents without admin rights.
      If the user has Jira license without agent rights then shortcuts are displayed.

      Steps to Reproduce

      1. Create a project with shortcuts
      2. Access the project with an agent account

      Expected Results

      Shortcuts are displayed

      Actual Results

      Shortcuts are missing
