When creating issues via API, request language is always set to English

      Issue Summary

      When creating issues via API, the request language is not set as the project default. 

      Even if the profile language of the requester, the project, and the Jira instance is set to any other than English, the Request language is always set to English.

      Tested using a customer account creating a ticket via API and it also doesn’t work, but the customer notification uses the project default correctly.

      Steps to Reproduce

      1. Change the project default language (and any other setting like the system Indexing language and Default language).
      2. Change your profile language.
      3. Raise a request via API.

      Expected Results

      The request language will be set as the default project language.

      Actual Results

      The request language will be set as English.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
