Field layout for "New issue view" should be the same when issue created via JIRA or Portal

      Problem Definition

      Currently at new issue view, the field layout is not consistent when issue created via JIRA or Portal. When creating from JIRA , all the field will display at the right side of the screen. However, when creating from the portal , it displays in the middle of the screen if the request form have the field configured.

      Suggested Solution

      Make it consistent. Always display it at the right side of the screen or provide admin options to set the field layout.

      Why this is important

      User will consistently looking at the field at the same place.
