Issue Summary

Even after setting "Use ISO8601 standard in Date Picker" to "Yes", the date picker on date fields in issue view still starts the week from Sunday instead of Monday.

Steps to Reproduce

1. Set "Use ISO8601 standard in Date Picker" to "Yes" in <base_url>/secure/admin/LookAndFeel!default.jspa(Jira settings > System > Look and feel)
2. Create a new request via the customer portal
3. In the agent issue view, click on a date field of the above request

Expected Results

Monday is the first day of the week in the calendar that appears on the issue view.

Actual Results

Sunday is the first day of the week in the calendar that appears.

Workaround

The user can still select the correct date from the picker.
