Ability to show a description of a field in create issue screen in team-managed projects

      Currently, you can't see descriptions of fields (that is set in request type setting page) in create issue screen in team-managed project.
      You can see them (that is set in issue type setting page) in JSW team-managed project. It is great to apply this behavior to JSM as well.
