      Problem

      On team-managed projects, it's not possible to set Time tracking as a required field and also not possible to add it to the action rules.

      With this said, agents/users can transition issues without logging work.

      Suggestion

      Add Time tracking as an option for the "Remind people to update empty fields" and "Update an issue field" rules on team-managed workflows.
