Deleting an approver on approvals results in the issue being stuck if the approvals field contains characters that need to be encoded

Issue Summary

Ticket stuck in approval state after an approver is deleted

Steps to Reproduce

1. Create a multi-user picker custom field and put a non-alphanumeric character in the field name e.g '&'
2. Configure an approval step using the new custom field.
3. Have the approval stage set with 100 % approval.
4.  Add 2 approvers.
5.  approver approves the ticket and deletes other approver.
6.  The ticket is stuck in a state “Submitting approval”

The ticket should transition

The ticket is stuck in a state “Submitting approval...

Workaround

Add approver again and have them approve the ticket.
