Ability to configure the default behavior for Show/Hide details on portal and agent view

      Problem

      When a customer creates a ticket on the portal, the details will be expanded by default.

      It happens for both portal and agent view.

      Suggestion

      Add an option for the administrators to select if by default the details will be expanded or not (both portal and agent view).
