Notifications associated with "Issue Updated" (under "Edit Notifications") does not work all the time. (see Detailed Description below)

      This is what I have noticed:

      ver 3.5.1:
      1. Notfications associated with "Issue Updated" **DOES** work (ie notifications are sent out correctly) only if notifications associated with "Issue Created" is enabled.
      2. Notfications associated with "Issue Updated" **DOES NOT** work (ie notifications are NOT sent out at all) if notifications associated with "Issue Created" is disabled.
