Description on Transition Screens

Is there a way to have descriptions on each transition screen?
When you hover your mouse over an "Available Workflow Actions"
it displays the short description you typed in when creating that
transition screen. However, when the transition screen pops up
that description is absent.

I know you can display descriptions under each custom field.
However, I would like the screen description within the screen itself
(maybe next to the screen's title or right under it)
because it would provide the user a brief overview of what is expected
of him/her when transitioning the issue from step-to-step.

How can I do this within JIRA interface? or Where can I hard code it?
