JIRA does not override the locale settings of java

      JIRA fails to set/change/override locale if the java is started with a different locale.

      eg. if java has the following options set:

      -Duser.language=de
-Duser.country=DE

      then JIRA will be translated in german and changing the locale in JIRA has no effect.

      (this may affect previous versions of JIRA)
