Description
Once I have set "Chinese" as the location and default language in an English Windows 2000 Advanced Server. Then I installed JIRA Enterprise Standalone 3.5.0/3.5.1 using an external database (SQL Server 2000).
The problem is when JIRA is running as a service, the labels in user interface were mostly Chinese, whatever I have changed at the "Locale" setting in user preferences or / and at "Default Language" setting in general configuration, nothing happens to the labels user interface, always Chinese.
I have tried changing the location and default language of the Windows back to English, but it still doesnot work. Remote clients met the same thing.
N.B: If the JIRA isn't running as a service, then it works OK. If I use an old JIRA version such as 3.4.3, it works ok as well.
