      At least here, project managers should be able to quickly create a set of issues in Excel. Jira's UI which isn't very fast when 20+ issues are created in one go and this requires non-administration access to CSV imports with browser-based uploading...

      At least the Project Admin should have access to import issues to a project using the CSV importer.
