Notify members of a group custom field of changes

In recent JIRA versions, it's possible to have a (multi) user picker custom field, and specify in the notification scheme, specify that those users get certain notifications (ie like a 'Cc' field).

It would be a small extension of this to allow a group to be associated with an issue, and notify the group members of changes.

The same thing applies to permission schemes.
