If a mail has a 'Precedence: bulk' header, it was automatically generated, and we probably don't want to create an issue / issue comment from it.

Implementing this would save us from occasional mail loops, as autoresponders (which generally set Precedence: bulk) generate JIRA comments, which generate mail, generating autoresponses, etc.
