      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      We need to add a check with comments, especially those generated by email, that they are not an identical comment being posted multiple times. The lack of this check led to a number of identical mail error comments being posted to a comment over and over again.
