Problem Definition
As an admin, I would like users to have the ability to customize their a default project for creating issues from non project areas of JIRA to avoid them accidentally creating issues in the wrong projects.
Suggested Solution
The user should be able to set a default project in their profile.
When the user clicks the Create button and they are not on a project view, for example, when viewing a global board, the create issue project type changes to their default setting.
Workaround
Ask the users to change or check the project type when they create the issue.
