Non-cache headers prevent viewing of attachments on Internet Explorer on https

    Description

      Similar to JRA-1738, if you are viewing attachments inline in IE, then IE will not download the file.

      The fix should be simliar - we need to update JIRAEncodingFilter to exclude attachment URLs.
