Enable API calls to see group membership for regular Jira users

      At this time, regular users cannot access group membership information.

      Additionally, Admin users don't have an API call they can use to pull groups and group membership.

       

      This request is to create an API call that is useable by regular Jira users to pull groups and group membership information.
