Issue Summary
On the "Forgot Login credentials" page, The <header> element is incorrectly defined twice on the page.
Steps to Reproduce
- Open "Jira - login"page.
- Navigate and activate "can't log in?" link in main content.
- Inspect the code.
- Observe there are two <header> element present on the page.
Actual Results
The <header> element is incorrectly defined twice on the page which resulted in a confusing experience for screen reader users. As a best practice page should only have only one <header> tag.
Expected Results
Only one <header> tag should be used on the page. Remove the <header> element provided in the main content area.
