Issue Summary

This is reproducible on Data Center: (yes)

Steps to Reproduce

1. Install Jira version 9.12.13. It comes with Universal Plugin Manager (v6.3.5).
2. Navigate to Manage apps > Jira Update check.
3. It will show the below message:

"The Universal Plugin Manager can help you prepare for a JIRA update.
You're already running the latest version of JIRA."

Expected Results

A dropdown to select version should come.

Actual Results

Incorrect message is shown that - already on latest version.
Jira 9.1.1 also shows same behavior. Jira 8.20.30 also has this. Not sure when the issue started to happen. It may be because of UPM v6.3.5

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
