Allow Notification Emails to be sent for Single Email Address when a project is not made public

      Problem

      Issue Notification Scheme Does Not Send Email Notifications for Single Email Address in Software Projects, if a project is not made public by setting the Browse Projects permission to Group > Anyone (any non-logged-in users)

      Environment

      Any Jira version from 7.0.0.

      Steps to Reproduce

      1. Navigate to Jira Administration>Issues>Notification Schemes
      2. Add a New Notification Scheme and Provide an Email Address
      3. Add Notification>Select All Event Types
      4. Select a Single Email Address option to receive Notifications, except for "Reporter," "Assignee," or "All Watchers," as those users will be notified of these events by default.
      5. Click on Add.
      6. Create an Issue, comment (don't use tags), Update Issue, etc., any issue in which the intended recipient of the Notification Scheme is not associated with the issue ("Reporter," "Assignee," or "Watcher")

      Expected Results

      An email notification is to be sent when any of the events selected on the notification scheme occurs. The UI should be more clear of how to make a Project public with specifics to set to Group or add this option to the Application Access section where it would be expected. 

      Actual Results

      Email Notifications are not sent.

      Workaround

      For Browse Project permission in the given Project, add Group >  'Anyone'(any non-logged-in users)
