Issue Summary
A link has been nested into a heading element unnecessarily.
Steps to Reproduce
- Open the "Filter an issue" page.
- Navigate to the "Details" link and activate it.
- Navigate to the "Edit permissions" link and activate it.
- Navigate to the mentioned instance and inspect the code.
- Observe that the link has a heading markup.

Actual Results
The “Get help“ link at the beginning of the page has been marked up as a heading (<h2>) element unnecessarily. However, it does not constitute a heading of the page.
As a result, screen reader users will find it difficult to understand the structure of the content present on the page.
Expected Results
Screen reader should not identify the link as a heading for their users.
Remove the <a> element outside the <a> heading element. If required, use CSS to maintain the presentation of the page.

Workaround
Currently, there is no known workaround for this behaviour. A workaround will be added here when available
