Issue Summary
The "Subscriptions" heading text is inappropriately defined using <h4> element.
Steps to Reproduce
- Open the "Find an issue" page.
- Save any filter.
- Navigate onto the "Details" link present in the main content area and activate it.
- Observe a pop-up gets added on the page.
- Navigate onto the mentioned instance present in the pop-up and inspect the code.
- Observe that the mentioned instance have incorrect heading mark-up as per visual hierarchy.

Actual Results
The mentioned heading text does not follow the visual structure of the non-modal dialog. It is inappropriately defined as heading level 4 instead of heading level 2. As a result, screen reader users found it difficult to understand the pop-up content structure.
Expected Results
The heading levels should correctly convey the relationship between the headings, such as the parent-child relationship between the headings. Provide appropriate heading level to the mentioned heading text i.e <h2>.
