Issue Summary
Misbehavior is noticed when trying to Mention/Tag a Jira user (@) in Comments when an Issue is opened from a saved filter using the List View and has a large number of comments.
Steps to Reproduce
- Open a saved filter or create a simple JQL query
- Change the view to list view
- Click on any issue, and you will be viewing the issue in this URL format https://<Jira-Base-URL>/browse/Issue-NUM?filter= or https://<Jira-Base-URL>/browse/Issue-NUM?jql=
- Start creating a comment to get access to the editor, write multiple lines or hit 'enter' until the buttons Visual and Text are not visible and the scrolling bar us visible.
- Then try to mention/tag a Jira user without scrolling down
Expected Results
The focus cursor should take us to the bottom of the comment to mention/tag the Jira user.
Actual Results
The focus cursor goes up, and the user list pop-up gets lost among the other comments.

Workaround
- Open the Issues using the Detail View
- Open the Issue directly: https://<Jira-Base-URL>/browse/Issue-NUM
