      Issue Summary

Misbehavior is noticed when trying to Mention/Tag a Jira user (@) in Comments when an Issue is opened from a saved filter using the List View and has a large number of comments.

      Steps to Reproduce

      1. Open a saved filter or create a simple JQL query
      2. Change the view to list view
      3. Click on any issue, and you will be viewing the issue in this URL format https://<Jira-Base-URL>/browse/Issue-NUM?filter= or https://<Jira-Base-URL>/browse/Issue-NUM?jql=
      4. Start creating a comment to get access to the editor, write multiple lines or hit 'enter' until the buttons Visual and Text are not visible and the scrolling bar us visible.
      5. Then try to mention/tag a Jira user without scrolling down

      Expected Results

The focus cursor should take us to the bottom of the comment to mention/tag the Jira user.

      Actual Results

The focus cursor goes up, and the user list pop-up gets lost among the other comments.
