Target Start and Target End fields are exported with timezone shift

      Issue Summary

      When exporting the issue into XML, Target Start and Target End fields are exported with timezone conversion and this shifts the date into the previous day and causes confusion. 

      This is reproducible on Data Center: (yes) / (no)

      Steps to Reproduce

      1. Change the Operating System TZ to GMT - (ex, America/New_York)
      2. Deploy/start Jira
      3. Create an issue and add Target start and Target end with their values
      4. Export the issue into XML and will be able to see that Target start and Target end are off by a day

        Expected Results

      Target start and Target end should not get affected when exporting the data due to the TZ conversion as the fields are Date fields and NOT Date&Time.

      Actual Results

      While exporting into XML, the date is off by a day after TZ convertion.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
