Canned response is missing on redirected add comment page when clicking on add comment button

      Issue Summary

      If you load into an issue in Service project, and click 'Add Comment' this will cause the Add comment text to open as a new page, with the URL BASEURL/secure/AddComment!default.jspa?id=<XXXX>)

      On that new add comment page Canned responses icon is missing. This bug seems to be the result of a bug JRASERVER-74568

      This is reproducible on Data Center: Yes

      Steps to Reproduce

      1. Load into an issue
      2. Click Add Comment,
      3. Add comment should load as a new page.
      4. The new add comment page will have the canned response icon missing. ( I have noticed that after a fresh install for first time icon was there but later on it was not visible)

      Expected Results

      I expect the add comment box to have the canned responses icon available. 

      Actual Results

      The Add comment box doesn't have a canned response icon.

      Workaround

      Currently, the only workaround is to use Click add comment at the bottom of the issue page.
