Transition buttons are not visible without refreshing page when Transition Issues permission is set to Current assignee

    Description

      Issue Summary

      If you set the Transition Issues permission to Current assignee, then when you click on the Transition dropdown, you will get the message: You don't have permission to transition this Issue if you are not the assignee. Which is expected.

      If you assign the Issue yourself and click the dropdown again, the contents will not load until you refresh the page.

      This is reproducible on Data Center: (yes)

      Steps to Reproduce

      1. Create a Project with sample data
      2. Open the default Default software scheme permission scheme
      3. Set the Transition Issues permission to Current assignee, and remove any other permission
      4. Open an Issue without Assignee
      5. * Click on the Transition dropdown, and you will get the message: You don't have permission to transition this Issue
      6. Assign the issue yourself
      7. Click on the Transition dropdown again, and see that it does not load any transition
      8. Refresh the page for the dropdown to load correctly

      Expected Results

      The Transition dropdown should properly show the Transitions if you assigned the Issue yourself without refreshing the page.

      Actual Results

      The Transition dropdown does not show the transitions until the page has been refreshed.

      Workaround

      Currently, to resolve this issue, the page needs to be refreshed.
