Issue Summary
When in the issue "Edit" view, the Fix Version/Affect Version does not differentiate between Released to Unreleased versions on Jira 9
This is reproducible on Data Center: yes
Steps to Reproduce
- Create instances with Jira 8 and 9 versions.
- Create some releases and release some of them
- In an issue, click "Edit" and observe the drop-down menu. From Jira 8, we observe there is a differentiation between the released and unreleased releases (as expected), which does not happen on Jira 9.
- In the issue view page, both Jira 8 and 9 have the same behavior (showing released and unreleased versions separately).

Expected Results
All Jira versions show the released and unreleased versions separately, avoiding confusion.
Actual Results
Jira 9 shows unreleased and released releases without differentiation in the "Edit" view.
Workaround
Use the "View issue" screen instead of the edit screen when in need to differentiate the released from unreleased versions.
