Add support for Google Cloud Storage for Jira

      Issue Summary

      As a Jira administrator using Jira on GCP, we would like to use Google Cloud Storage (object storage) as a supported platform to store avatars, attachments, or XML backup exports.

      Steps to Reproduce

      Expected Results

      Atlassian to officially supports Google Cloud Storage.

      Actual Results

      It is possible to configure Jira to store Avatars in a 3rd-party object store that provides an S3-compatible REST API, and combined with S3 Proxy, it is possible to store avatars in S3, however, this configuration is not officially supported.
