Add support for MS Azure Blob Storage for Jira

      Issue Summary

      As a Jira administrator using Jira on Azure, we would like to use Azure blob storage as a supported platform to store attachments, or XML backup exports.

      Steps to Reproduce

      Expected Results

      Atlassian to officially supports Azure Blob Storage.

      Actual Results

      Actually, is it possible to use Azure Blob storage, but is not listed as a supported platform, which in some cases is not possible to use depending on the company guidelines/compliance
