Issue Summary

When accessing a Jira issue, then clicking on "Assign" while the issue is still loading, the assign issue dialog box can be opened on a new page.

Steps to Reproduce

1. Access an issue on Jira
2. While the issue is still loading, click on "Assign.”

Expected Results

Jira should open a dialog box on the same page while still displaying the issue in the background:

Jira redirects the user to a new page with the dialog box only:

Workaround

The only workaround is to ensure the Jira issue is fully loaded before clicking on "Assign.”
