Kanban board: Tooltip content not accessible for screen reader users

    Issue Summary

    The tooltip content available on "Quick filters" and "Kan-1" is not being announced for screen reader users.

    Steps to Reproduce

    1. Navigate to "Boards" dropdown present in the header section.
    2. Navigate to the "KAN board" option and activate it.
    3. Observe that "Kanban board" page has been appeared on the page
    4. Navigate the page using screen reader.
    5. Observe that tooltip content is not accessible for screen reader users

    Actual Results

    The tooltip content such as "User quick filter to view a subtype of issues ...", "View this issue" is not accessible for screen reader users. As a result screen reader won't be able to interact with the functionality and Information.

    Additionally the tooltip content is coded at the end of the source code inappropriately.

    Note: The behaviour of the tooltip is inconsistent, sometimes the tooltip content is announced by the screen reader. 

    Expected Results

    Code the tooltip content such as "Use Quick Filters to view a subset of issues. Add more in the board configuration." immediate after the "Quick filters" text and "view this issue" immediate after the "Kan-1" link. Make sure that the tooltip content should be announce for assistive technology users

    Workaround

    Currently there is no known workaround for this behavior. A workaround will be added here when available
