Steps to Reproduce
- Navigate to "Boards" dropdown present in the header section.
- Navigate to the "KAN board" option and activate it.
- Observe that "Kanban board" page has been appeared on the page
- Navigate the page using screen reader.
- Observe that tooltip content is not accessible for screen reader users

Actual Results
The tooltip content such as "User quick filter to view a subtype of issues ...", "View this issue" is not accessible for screen reader users. As a result screen reader won't be able to interact with the functionality and Information.
Additionally the tooltip content is coded at the end of the source code inappropriately.
Note: The behaviour of the tooltip is inconsistent, sometimes the tooltip content is announced by the screen reader.
Expected Results
Code the tooltip content such as "Use Quick Filters to view a subset of issues. Add more in the board configuration." immediate after the "Quick filters" text and "view this issue" immediate after the "Kan-1" link. Make sure that the tooltip content should be announce for assistive technology users
