Allow logging work for someone else

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      It would be helpful for a supervisor or administrator to be able to log work for someone else. Right now, you can only log work for yourself.

      This should probably be configured as a separate permission, so that only certain people could log work for others.

            Since the original request got "accidentially" closed as Won't Fix, here is the reopen.

            Please implement a function to log work on behalf of a user. The entire Work Log feature is left out in the cold since it's creation, it's time to give it some care.

            This feauture should also include the API, that logging work on behalf of can be done programmatically.
