Project reindex is not replicated to an offline node

Issue Summary

When a node is offline while a project is being reindexed, the project won't be present in index when that node comes back online.

This is reproducible on Data Center: yes

Steps to Reproduce

1. set up a 2-node Jira cluster
2. bring one of the nodes offline
3. reindex a project
4. do not change more than 10% of issues while one of the nodes is offline
5. start the offline node

Expected Results

Node that has been offline re-indexes the project during startup.
Issues from the project can be searched.

Actual Results

Node that has been offline does not re-index the project.
Issues don't appear in the search results.

Workaround

• Run project reindex on the node that has been offline
