Project archiving is not replicated to an offline node

Issue Summary

When a node is offline while a project is being archived, the project won't be de-indexed when that node comes back online.

This is reproducible on Data Center: yes

Steps to Reproduce

1. set up a 2-node Jira cluster
2. bring one of the nodes offline
3. archive a project
4. do not change more than 10% of issues while one of the nodes is offline
5. start the offline node

Expected Results

Node that has been offline de-indexes the project during startup.
Issues from the project cannot be searched for.

Actual Results

Node that has been offline does not de-index the project.
Issues appear in the search results, yet cannot be displayed correctly.

Workaround

• Run full reindex on the node that has been offline
