Extra element appearing in the new transitions list

This is reproducible on Data Center: Yes

Steps to Reproduce

1. Upgrade/Install Jira Software to version 9.2.0 or Jira Service management to version 5.2.0
2. Open a specific issue
3. Click on transition dropdown
4. Observe the blank tab coming above View workflow option

Expected Results

The issue transitions opens up and all the fields are properly oriented

Actual Results

The issue transitions opens up but a blank tab is displayed. This is only observed when any specific issue is browsed for. However, its not observed when issues are opened from the Project selection tab.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
