New workflow dropdown menu has an empty option

Issue Summary

This is reproducible on Data Center: (yes) / (no)

Steps to Reproduce

1. Click on the new Workflow transitions button available in Jira 9
2. Observe that there's an additional option right above 'View workflow' with empty description

Expected Results

No invalid options are displayed

Actual Results

An invalid option with empty text is displayed

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
