Issue Summary

When using the Manage Filters option to edit filters, Jira does not render the options to make changes. This issue does not reproduce when using the edit permissions in the issue search window.

This is reproducible on Data Center: Yes

Steps to Reproduce

• Install Jira 8.22
• Create a Filter
• Go to the Manage Filters
• Click "My"
• Then click the gear to Edit

Expected Results

Jira should render the correct fields in the window to edit the filter as we do in the edit permissions in the issue search

Actual Results

Jira shows blank fields that do not allow changes to be made

Workaround

Edit filters from the Issue Search page when using the desired Filter. Jira renders properly from this Edit Permissions pop out.
