Add option to prevent email notifications from updates of specific users

    • We collect Jira feedback from various sources, and we evaluate what we've collected when planning our product roadmap. To understand how this piece of feedback will be reviewed, see our Implementation of New Features Policy.

      In some cases, such as service accounts being used for automated processes, you may not want email notifications to be fired for the issue participants/members to avoid clutter/spamming.

      For those scenarios, it would be helpful to have an option to "mute" the updates performed by a specific account in Jira.
