the reference link for the attachment is missing in Jira 8.14.1 in create issue screen

Issue Summary

The attachment reference links are not getting created after the attachment is added in the create issue screen. The reference link is handy when you want to mention the attached files in description field.

Steps to Reproduce

1. go to the create issue screen and add an attachment
2. once the attachment has been added it will create a reference link under the attachment which you can use in the description field if you are using Jira 8.13.2

Expected Results

The files should create attachment reference links once added

Actual Results

The attachment reference links are not getting created after the attachment is added in the create issue screen

Workaround

The workaround is to add a link to the attachment in the description after the issue has been created.
