Issue Summary

When one of the top-level drop-down menus is expanded and is larger than the browser window size, the top navigation bar disappears above the window.

It happens even when using the minimum supported screen resolution 1024x768.

Steps to Reproduce

1. Browse to an issue
2. Shrink the browser window enough to make one of the top menus larger than the window
3. Click on one top menu (for instance, Issues). The top menu disappears to make room for the menu
4. Click elsewhere on the screen to close the menu
5. The top menu stays hidden

Expected Results

The top menu should be displayed again once the drop-down is closed.

Actual Results

The top menu keeps hidden.

Workaround

The top menu will stay hidden until we click on the Summary field or resize the browser window.
